Regional Hybrid Power, Energy & Environmental Plan

The following plan addresses energy sustaiability for Illinois, Iowa, Wisconsin, Minnesota, Michigan, Indiana, Missouri, and Kentucky

  • Fifteen step plan to energy independence and reliability
  • Our goal is to reduce per capita energy consumption by 50% or more by the year 2020 and to make Illinois and the region net exporters of motor fuel, energy and manufactured products



1.  Promote Energy Conservation at Homes and Businesses

  • Energy conservation at home & business is the first and most important means of addressing energy and climate change issues
  • It benefits and empowers individuals to control their overall cost of energy,  and gives them the most return per dollar invested
  • Enhances the value of property
  • It’s the most logical first step of any energy plan because it enables individuals and businesses to use small renewable energy systems such as wind or solar when they become more affordable in the future
    • 

2.     Develop the Capability Of Every Vehicle To Perform As a Back Up Power System or Supply

  • Power outages to due grid and large scale power generating system issues are becoming more common and will continue to get worse
  • It will take over 50 years to upgrade the system and make it more reliable
  • Power outage problems will persist even if the grid is improved
  • Every motor vehicle can be designed as a back up power system at very small added cost and if properly designed the vehicle could cost even less

3.      Develop Low Cost Small All Electric Commuter Vehicles

  • Even if battery technology improves, all electric vehicles will have limitations
  • The best use for all electric plug in vehicles is as short range commuter and specialty application vehicles
  • Increases our ability to export motor fuels

 

4.      Install Charging Station Infrastructure

  • Illinois and the surrounding region already have a large surplus of electric generating capacity, especially during off peak hours
  • Renewable electric generating capacity such as Hydro, Wind and Nuclear can provide large amounts of additional electric power to the grid
  • Improvements in coal fired generating plants will contribute clean power to the grid in the future
  • Converting existing private back up power generators to Hybrid Peaking/Back Up Power generators will add more power to the grid
  • Mid Size Municipal or Community Hybrid Peaking Power Plants can add more power to the grid
  • The smart grid can manage these power sources
  • A well planned charging station infrastructure will be a major factor in eliminating the use of foreign oil and bring the cost of operating a vehicle down

 

5.      Develop Hybrid Fuels & Covert Existing Vehicles To Use It

  • Hybrid fuels provide more power per gallon at lower cost and make better use of available resources
  • Consist of blending long chain(waste fuels, diesel), mid chain(kerosene, gasoline), and short chain high hydrogen ratio(ethanol) fuels into a single blended fuel
  • Requires a low cost conversion
  • Could be added to vehicles on a mass production scale without any increase in vehicle cost
  • Increases our ability to export motor fuels

 

6.      Maximize Ethanol Production

  • Claims made against ethanol production are not valid
  • When blended properly with other hydro carbon products into a hybrid fuel it will enable the region to become a major fuel exporter
  • Increases our ability to export motor fuel

 

7.      Develop Plug in Hybrid Vehicles That Use Hybrid Fuel

  • Combine plug in hybrid capability with blended fuel system
  • Can be done at point of manufacturing without adding significant costs
  • Widespread regional use increases our ability to export motor fuel





8.      Develop Plug in Hybrid Natural Gas Vehicles

  • Combine plug in hybrid capability with natural gas fuel system
  • Can be done at point of manufacturing without adding significant costs
  • Overcomes some of the drawbacks of natural gas fuel systems
  • Widespread regional use increases our ability to export motor fuel

 

9.      Develop The Smart Grid

  • The smart grid, if properly developed will enable the efficient use of all of these technologies

 

10.      Develop Longer Range Compact And Mid Size Electric Vehicles

  • Wait until battery technology improves and costs come down significantly before developing compact sedan and mid size electric vehicles

 

11.      Convert Existing Back Up Power Generators To Hybrid Peaking/Back Up Power Generators

  • Add compressed air storage system
  • Add vertical wind turbine
  • Add heat transfer system
  • Add turbo charger
  • Run on natural gas or hybrid fuel
  • Provides peaking power, enhances the value of grid improvements, enhances the functionality of the smart grid

 

12.      Maximize The Use Of Hydro Electric Power

  • Improvements in hydro electric power generating systems, turbines and dams are addressing and mitigating the environmental issues and concerns
  • Environmental benefits of hydro electric power plants far outweigh perceived environmental harm

 

13.      Build Mid Size Hybrid Power Plants As Municipal or Community Peaking Power Plants Connected To The Smart Grid

  • Hybrid power plants (wind, hydro, natural gas, small coal, waste oil, GEET system)
  • Co-generation systems
  • Natural gas & hybrid fuel driven, coupled with vertical wind turbine, heat exchange, turbo charging and compressed air storage system
  • Waste incineration to power

 

14.      Build More Stand Alone Large Scale Plants Only If Absolutely Needed

  • Hydro electric
  • Coal
  • Nuclear

 

15.      Improve The Following Technologies To Become More Cost Effective

  • Large Scale Wind Farms
  • Large Scale Solar Panel Power Plants
  • Small Scale Wind Power
  • Small Scale Solar Power
  • The true cost to consumers and taxpayers is high in comparison to other power sources but have potential to come down
  • Wind is more valid when used in a hybrid system
  • Solar panels are more valid when used in a hybrid system
